Better Regulation & Governance
Improving the quality of regulatory governance and public administration through selective reforms should be at the forefront of any attempt to promote growth and raise productivity. Better regulation agenda is among the top priorities of SEV, effected through initiatives and actions destined to remove unnecessary regulatory burden for enterprises, strengthen the role of stakeholders during policy making and enhance the quality of legal interventions in order to unleash the potential and attractiveness of Greek economy.
- Ex ante and ex post impact assessments on legislation: SEV highlights the significance of both ex-ante and ex post impact assessments in order to ensure feasibility and effectiveness of regulatory interventions. SEV has issued an impact assessment guide presenting a step-by-step analysis for conducting an impact assessment and will continue to call for excessive use of evidence-based policy making instruments in business related regulations.
- Enhance public consultation with business stakeholders: Enhancing the public consultation system to include the creation of permanent institutions destined to cooperate with business community representatives on the formation of policy matters and drafting of regulations with significant impact on competitiveness is among our top priorities.
- Transparency and anti-corruption: A friendly business environment along with a high regulatory quality and a well-organized public administration constitute key preconditions for transparency and the limitation of occurrences of corruption. A separate high standard framework, and its professional implementation, are thus needed.
- Better Regulation: SEV is a strong proponent of the advancement of the Better Regulation agenda as a powerful tool to ensure that the quality of laws in Greece increases, thus facilitating businesses to adhere to the law, the ability of the authorities to audit the application of the law and the ability of the judiciary to handle a reduced number of cases with increased clarity.
- Transparency and anti-corruption. Recent changes in the legal framework, the creation of a national transparency authority as well as the coming in force of the Whistleblowing Directive form key milestones in which a close collaboration between the business community and the authorities can ensure better dissemination of awareness and best practices.
